Who Are We:
The Mine Safety Training Program is a federal grant program and has been funded by the Mine Safety and Health Administration (MSHA) since the inception of MSHA’s State Grants Program in 1979. Over this period, the Mine Safety Training Program has provided training under Parts 46 and 48 of the Code of Federal Regulations for over 100,000 mine employees in New York State. A new program of instruction is updated every year and training is available free of charge to any mine operator in New York State. The training program for the current year is available upon written request. By developing a new program each year, our staff can offer a variety of subjects that promote student interest and retention. We have found this to be especially true for mine employees who repeatedly attend our sessions each year.
Employers are encouraged to request training in advance to meet the requirements of annual training under 30 CFR Part 46. Every training program presented will follow MSHA recommended outlines and focus on the individual learning styles of the mine employee and characteristics of surface mining industry in the state. It is the intent of the Mine Safety Training Program to continue to provide only the finest safety instruction that can be provided to the mine employees of New York.
What Services Do We Provide:
Types of Training: Part 46 Training for Experienced Miners - Annual Refresher Training is a seven and one half hour course following the specific MSHA guidelines as outlined in 30 CFR Part 46. A program of instruction will be based upon instructor availability and geographic location and the seasonal needs of the industry. A copy of this program is available upon request for any mine operator using our training services.
Part 46 Training for Managers, Supervisors, and Competent Persons - is a seven hour course following the specific MSHA guidelines as outlined in 30 CFR Part 46. A program of instruction will be based upon instructor availability and geographic location and the seasonal needs of the industry. A copy of this program is available upon request for any mine operator using our training services.
Workplace Safety Reviews - is an on-site review of a mine employer's workplace safety program with a focus on developing return to work and drug and alcohol prevention programs that will assist the mine operator in reducing the frequency and severity of workers' compensation claims. Employers must make a written request and use Department personnel to develop programs which meet Industrial Code Rule 60. A copy of this program is available upon request for any mine operator using our training services.
Requesting Our Services: All employers who use our services must have a valid, active mine identification number or contractor designation provided by the U.S. Department of Labor, Mine Safety and Health (MSHA) Administration “and” operate an active mine operation in New York State. Please see the MSHA website MSHA On-Line Filing for more information regarding Part 46 training plans and federal mine identification numbers. Sample training plans are available from MSHA website or from the Mine Safety Training Program upon written request.
Our training services can be requested using our request form (MSHA Training Request).
Employers requesting our services must read and agree to the requirements of our grant in providing our services. The responsibilities of each employer are listed in our contract agreement guidelines.(Contract Agreement).
How We Can Help You Improve Mine Safety and Health: The goal of this Program is to help reduce the incidence and severity of lost time and other non-fatal injuries to mine employees working in New York State. This can be accomplished by providing a comprehensive safety and health program that meets or exceeds the requirement of the Mine Safety and Health Administration. This program uses a proactive approach to safety and health training that is designed for each segment of the mining industry in the state. Focus is given to subjects that are highlighted by MSHA and to areas of concern (injuries) that have been incurred by the industry.
