| Who Are We: The Mine Safety Training Program is a grant program funded by the Mine Safety and Health Administration(MSHA) since the inception of MSHA’s State Grants Program in 1979. Over this period, the Mine Safety Training Program has provided training under Parts 46 and 48 of the Code of Federal Regulations for over 100,000 mine employees in New York State. A new, updated Program of Instruction is developed each calendar year and offered free of charge to any mine operator in New York State. By developing a new program each year, the Program offers variety in instruction and this results in an overall increase in student interest and retention. This is especially true for mine employers and employees who repeatedly use our services each year. Employers are encouraged to schedule training at specific times in the calendar year to meet the requirements of annual training under 30 CFR Part 46. Every training program developed will follow MSHA recommended outlines and focus on the individual learning styles of the mine employee and characteristics of surface mining industry in the state. Our instructors are full time employees and are able to offer mine operators several types of training throughout the year. It is therefore the intent of the Mine Safety Training Program to continue to provide only the finest safety instruction that can be provided to the mine employees of New York. What Services Do We Provide: Types of Training: Annual Refresher Training is a seven and one half hour course following the specific MSHA guidelines as outlined in 30 CFRPart 46. A new program of instruction will be developed each calendar year and implemented statewide. Annual Refresher Training classes are scheduled in two ways: 1. Sponsored Sessions are scheduled for individual mine operators who have enough employees to fill one or more classes. Minimum class size is 20. Mine employers must make a written request and provide the required information to us in advance. Request Form for Sponsored Sessions Class confirmation is provided for all sessions. 2. Open Registration Sessions are for individual mine operators or contractors who do not have enough employees to fill a class session. Class sponsors allow other mine companies to attend one of their sessions. Mine employers must make a written request and provide the required information (see form below) to us in advance. Calendar Year 2009 (Program of Instruction for 2009). Supervisory Training for Managers and Supervisors is a 7-hour module that consists of subjects issued as guidelines as outlined in Part 46. StandardMSHA videos and materials will form the basic core of material that addresses the knowledge and information that the mine management must have. Central themes of accident prevention hazard recognition, conducting effective training and evaluating training will be presented. Mine Awareness Training (MAT) consists of a series of 2 to 4-hour courses that follow recommended MSHA guidelines in the area of: Haulage Safety, Machine Guarding, Electrical Safety, Hearing Conservation, Substance Abuse and Risk Assessment. Special presentations for the reduction of accidents in powered haulage and the prevention of silicosis and other dust-related illnesses are also offered as MAT training. Each course will present the concept of developing job safety analysis for the most hazardous jobs in each category. Courses are updated periodically and are available upon request. New Miner Training consists on site specific instruction based upon the requirements of each mine operator’s Part 46 Training Plan. Employers must provide the first 4 hours of training to all new mine employees before the miner starts work. The duration of the required 24 hours must be provided within 90 days of the date of hire. The quality and subject matter of new miner training will be based upon instructor availability. Requesting Our Services All employers who use our services must have a valid, active mine identification number or contractor designation provided by the U.S. Department of Labor, Mine Safety and Health (MSHA) Administration and operate an active mine operation in New York State. Sample plans are available from MSHA website or from the Mine Safety Training Program upon request. How We Can Help You Improve Mine Safety and Health: The goal of this Program is to help reduce the incidence and severity of lost time and other non-fatal injuries to mine employees working in New York State. This can be accomplished by providing a comprehensive safety and health program that meets or exceeds the requirement of the Mine Safety and Health Administration. This program uses a proactive approach to safety and health training that is designed for each segment of the mining industry in the state.
