Industry Inspection
The Industry Inspection Bureau enforces regulations for the protection of the public in the areas of amusement rides, certain grandstands, tents and bleachers, places of public assembly, passenger tramways/ski lifts, storage of explosives, certain types of coin operated machines and the installation/maintenance of elevators in factories and stores. In addition, the Bureau enforces regulations in the areas of window cleaning, aerial performances, High Voltage Proximity and other areas. The Bureau also supports the Passenger Tramway Advisory Council which advises the Commissioner of Labor on matters concerning passenger tramway safety and alpine skiing.
Important New Requirements for Crane Operators
The various regulations enforced by the Industry Inspection Bureau are listed below along state wide Applicable Variances (AV) issued by the Department.
Code Rules:
Code Rule 8: CONSTRUCTION, GUARDING, EQUIPMENT, MAINTENANCE AND OPERATION OF ELEVATORS, DUMBWAITERS, ESCALATORS, HOISTS AND HOISTWAYS IN FACTORIES AND MERCANTILE ESTABLISHMENTS
AV 99: Elevators Plan and Fee Submission
The Industry Inspection Bureau conducts inspections to ensure compliance with inspection requirements for elevators and escalators in factory and mercantile establishments. The Engineering services unit reviews and approves plans for elevators and escalators in factory and mercantile establishments.
Code Rule 21: PROTECTION OF PERSONS EMPLOYED AT WINDOW CLEANING - STRUCTURAL REQUIREMENTS, EQUIPMENT AND PROCEDURES
AV 110: Working from Powered Platforms
AV 111: Working from Elevated Work Platforms
AV 112: Working from Ladders
The Industry Inspection Bureau conducts inspections to ensure window cleaning equipment meets the design and safety standards set out in Code Rule 21. The Bureau also investigates accidents involving window cleaning equipment. The Engineering Services Unit reviews and approves plans for window cleaning equipment.
Code Rule 23: PROTECTION IN CONSTRUCTION, DEMOLITION AND EXCAVATION OPERATIONS.
Section 23-8.5 - Special provisions for crane operators
The Industry Inspection Bureau enforces standards to protect the public in these work areas and enforces certification requirements for crane operators.
Code Rule 32: SKI TOWS AND OTHER PASSENGER TRAMWAYS
AV 118: Fiber Rope Tows
The Industry Inspection Bureau permits ski tows and other passenger tramways and inspects them for compliance with applicable safety regulations. The Engineering services unit reviews and approves applications for ski tows and passenger tramways.
Code Rule 36: STATE STANDARD BUILDING CODE FOR PLACES OF PUBLIC ASSEMBLY
AV 116: Responsibility for Annual Approval of Plans
The Industry Inspection Bureau inspects places of public assembly (capacity of 100 or more) for compliance with applicable building and fire codes. The Engineering services unit reviews and approves plans for places of public assembly.
Code Rule 39: POSSESSION, HANDLING, STORAGE AND TRANSPORTATION OF EXPLOSIVES
The Industry Inspection Bureau inspects and certifies magazines for explosive storage and enforces certification requirements for the possession, use and sale of explosives. The Engineering services unit issues variances for the storage of explosives.
Code Rule 41: AERIAL PERFORMERS
The Industry Inspection Bureau reviews and inspects safety apparatus for aerial performances greater than 20 feet in height.
Code Rule 43: COIN OPERATED MACHINES Coin operated machines performing a manufacturing process (including clothes washing and drying) are inspected by the Industry Inspection Bureau for compliance with Code Rule 43.
Code Rule 45: AMUSEMENT DEVICES, VIEWING STANDS AND TENTS AT CARNIVALS, FAIRS AND AMUSEMENT PARKS
AV 115: Responsibility for Annual Approval of Plans
The Industry Inspection Bureau issues permits for amusement devices, tents and viewing stands. Amusement devices, tents and viewing stands are inspected for compliance with applicable safety regulations. The Engineering Services unit review and approve applications for tents and bleachers for 300 or more occupants.
Code Rule 47: TRANSPARENT GLASS DOORS IN MERCANTILE ESTABLISHMENTS AND IN PUBLIC AND COMMERCIAL BUILDINGS AND STRUCTURES
Glass doors are inspected by the Industry Inspection Bureau for compliance with the safety requirements of Code Rule 47.
Code Rule 54: SAFETY IN SKIING
The Industry Inspection Bureau inspects ski areas for compliance with code rule 54, which contains regulations providing for the safety of the public while skiing.
Code Rule 57: HIGH - VOLTAGE PROXIMITY
The Industry Inspection Bureau enforces regulations that protect workers from the dangers of working around high voltage (in excess of 600 volts) electrical lines.
