Article 12A of the New York State Labor Law requires all Apparel Industry Manufacturers and Contractors to register each year, on or before January 15th, if they produce garments or accessories for garments in New York State. Registration ensures that apparel firms meet basic standards, such as maintaining Workers' Compensation/Disability Insurance, providing Unemployment Insurance coverage, and paying outstanding civil penalties. The law requires that apparel firms do business only with registered apparel contractors and manufacturers. Special September 11th Bidders Registry
Chapter 350 of the Laws of 2002 created a special September Eleventh Bidders Registry for firms that were adversely affected by the terrorist attacks on September 11, 2001, and met other regulatory requirements. Manufacturers and contractors in the apparel industry who meet the requirements to be listed in the bidders registry may have a preferred source status for the purpose of apparel and textile procurement by the State University of New York, the City University of New York, community colleges, any New York State Agency and other public agencies.
