How to Register as an Employer

To register as an employer, you must complete an employer registration form in order that we may determine if you are liable under the New York State Unemployment Insurance Law.  If you are determined liable, we will send you quarterly combined withholding, wage reporting and unemployment insurance returns for reporting wages paid to your employees.

To register:

  • Before you register with us, you must obtain a Federal Employer Identification Number (FEIN) from the Internal Revenue Service.   If you need a FEIN, you can download an application (Form SS4) (click here) or apply on-line (click here) at the I.R.S. website.  You can also obtain an application by calling the I.R.S. at 1-800-829-3676. For general information about the Internal Revenue Service, visit www.irs.gov.

  • To register on-line (business and domestic employers only),  click here
    Agricultural, Nonprofit, Governmental and Indian Tribes are not able to register on line at this time.

  • To register by mail, complete the appropriate form below:

If you do not qualify as a Domestic, Agricultural, Nonprofit, Governmental or Indian Tribe, please register as a General business employer.

Employer registration number: Each liable employer is assigned an eight-digit employer registration number. Please use your registration number on all correspondence, quarterly returns and payments that you send to us.

Poster:  You will also receive a poster, Notice to Employees, that informs your employees that their jobs may be covered for unemployment insurance.  (Household employers do not receive this poster.) The poster must be displayed where it can be easily seen by your employees, at each of your business locations.  Contact us at the phone number above for additional copies.
