Federal Bonding   Back to Top
The Federal Bonding Program (FBP) is a means by which the Department of Labor has arranged fidelity bond insurance coverage to be given to employers to guarantee the job honesty of ex-offenders, welfare recipients, those with poor work histories, youth and other high-risk job applicants. All costs are borne by the New York State Department of Labor.
In order to be eligible for the FPB, a job seeker must first have the offer of a job. The job must be full-time, 30 hours a week and has to have the expectation of continuing for 6 months. Self-employment is not covered.

Bonds are for either $5,000 or $10,000. Bonds are automatically issued for $5,000, unless the State Bonding Coordinator, or his designee, approves the local office request for $10,000. The bond is effective for a 6-month period. After six months, the employer can purchase the bond at the regular commercial rate if a claim has not been paid. All costs are borne by the New York State Department of Labor.

To obtain a bond, the prospective employer or employee applies at any DoES office, shows that a valid job exists, that the employee meets the job qualifications, and that a bond is needed for the employee to get and or keep the job. Because there is limited funding for bonds, the DoES office must first check with the State Bonding Coordinator to make sure that a bond is available.

Layoff/Transition Services   Back to Top
A downsizing related to a formal consolidation or closure requires priority attention.  Workforce New York provides a direct and timely service for the affected workers, while assisting the employer during a challenging period.  We offer orientation sessions for affected workers about services that highlight employment opportunities, and instruct on how to file an Unemployment Insurance original claim.  These services can be provided on-site or at a nearby One-Stop Career Center.  Referrals based on the job seeker's interest and qualifications are routinely made to specific employment openings.  A job seeker can click on New York's Job Bank and enter a resume online.  The "Job Scout" option will alert the job seeker when suitable opportunities arise based on employment preferences.  In addition, thousands of openings are available for review in New York's Job Bank.  All job seekers are welcome to use the established Resource Rooms, which provide a variety of services, e.g., telephone, fax machine, personal computer with Internet access, library, etc.,  in support of a customer's employment search.  Workforce New York offers workshops that help job seekers find their next job.  Some of the more popular topics are entitled Resume Development, Finding the Hidden Job Market, and Successful Employment Interview Tips.  Career Counseling helps affected worker identifiy transferable skills that can expand job search options.  We also highlight the demand skills that are currently required in the job market.  Such Labor Market Information can suggest career paths and related occupations that offer the best opportunities.  Workforce New York is equipped to share the resumes of affected workers on a CD that is sent to selected local companies.  As an additional service and with the cooperation of the current employer, a targeted job fair, one that invites suitable companies to participate, can also be conducted on behalf of the affected workers.  And finally, local employment-based training opportunities and vital financial aid information are also provided if appropriate to increase future job search prospects.  For information, please contact the Information Hotline at 1-800-HIRE 992.

The New York Job Service Employer Committee, Inc. (JSEC) is comprised of local companies that share relevant business information and encourage human resource professional development.  JSEC proudly serves as an independent advisor to the New York State Department of Labor.  In addition, JSEC endorses the services to businesses that are available through Workforce New York via the network of One-Stop Career Centers.  JSEC is composed of 48 local chapters throughout the state, including an Asian JSEC and a Latino JSEC within New York City.  JSEC, has an affiliation with the Society for Human Resource Management, and is an approved provider through SHRM’s Human Resource Certification Institute. New York State Department of Labor staff will conduct, at no charge, health and safety inspections of employer premises, pointing out potential OSHA violations.  These voluntary inspections may allow employers to take corrective action, thus avoiding Federal penalties.

The Healthy NY program offers comprehensive health insurance coverage at affordable rates to eligible small businesses, sole proprietors and working uninsured individuals. Healthy NY provides a standardized health insurance benefit package that is made more affordable through State sponsorship. It offers health benefits that cover essential health needs including inpatient and outpatient hospital services, physician services, maternity care, preventive health services, diagnostic and x-ray services and emergency services.
